Selling halal products in Malaysia from abroad
Where a product is made matters for its halal certification. The MPPHM 2020 (Pindaan 2026) covers production in Malaysia, including by a company registered abroad. JAKIM also appoints foreign halal certification bodies as its representatives to monitor and verify the halal status of raw materials and products. Here is what each text says, with its source.

Where the product is made decides the route
The Manual Prosedur Pensijilan Halal Malaysia (Domestik) 2020, MPPHM 2020 (Pindaan 2026), applies to companies and applicants for Malaysian halal certification that are registered in Malaysia or abroad, and that carry out their business or the production of their products or services in Malaysia.
The two conditions go together: a company registered abroad is covered when it produces in Malaysia.

Made outside Malaysia: what each text covers
The domestic Malaysian halal certificate, the SPHM (Sijil Pengesahan Halal Malaysia), covers production in Malaysia: the MPPHM 2020 (Pindaan 2026) applies to companies that carry out their business or the production of their products or services in Malaysia.
JAKIM, the Department of Islamic Development Malaysia, appoints foreign halal certification bodies as its representatives to monitor and verify the halal status of raw materials and products. The bodies it appoints are listed on its website as recognised foreign halal certification bodies.
Check the official list of recognised bodies, and confirm with JAKIM, through its official halal portal www.halal.gov.my.

Meat and animal-based products: plants approved by DVS and JAKIM
All meat and animal-based products exported to Malaysia must be halal. The Department of Veterinary Services Malaysia (DVS) is the competent authority for the export and import of meat and meat-based products.
For the importation approval, DVS and JAKIM inspect or audit the abattoirs and processing plants: DVS for animal health and food safety, JAKIM for the halal aspect. Once both departments approve them, the abattoirs and processing plants are listed in the Malaysian approved plants list.
The halal certificate issued by the recognised foreign halal certification body is valid only upon approval from the Malaysian authority.

Relabelling in Malaysia does not make a product eligible
Finished products made in Malaysia or abroad that are relabelled without undergoing any process in Malaysia are not eligible to apply for Malaysian halal certification.

A foreign company producing in Malaysia: the SPHM route
A company registered abroad that produces in Malaysia applies for the Malaysian halal certificate, the SPHM (Sijil Pengesahan Halal Malaysia), under the MPPHM 2020 (Pindaan 2026), like any applicant producing in Malaysia.
Its fees follow a schedule of their own: Bahagian III sets a separate processing fee for a company registered abroad that manufactures in Malaysia, and a certification fee under Jadual 2.
Its SPHM is issued for two (2) years.
